The easiest way to do the test for running is on the treadmill since it's the easiest way to control the speed of the athlete. You can do the test exactly the same as on a bike trainer but use speed instead of wattage and heart rate as usual. The step test is 3 minutes as usual with speed increments of .5 km/hr or .3 or .4mi/hr. The the entire test is done exaclty the same way as on a bike trainer.
If you don't have a treadmill it could be done outside as a field test but you wouldn't get the line of speed vs HR unless you use the Timex speed/distance system along with the HR monitor (Timex Bodylink system does it all).
